Mystery Photo...

The situation: This is a photo of my cousin, Marcie. It was taken recently on the front porch at my Aunt's house in Bogalusa, Louisiana. This house is infamous for all sorts of paranormal type of incidents, a few I have been personally witness to and I do consider myself a skeptic of such things.
My Question: I was asked to help identify what was going on with this picture and I am stumped. I'd love to offer some reasonable explanation as to why ONLY the background elements have what I've been calling an "extreme, radial, motion blur."
Even the string in the wind chime is visible and un-blurred! Like I said, I'm stumped, so I'm posting it here in hopes of someone else shedding some light on what would cause this to happen to a photo.
Pic Info: This was taken with a 35 mm, Point-and-shoot, (film) type of camera with 400 speed film. The Radial blur (in question) is indeed in the negative. This image was scanned from a print on my flatbed scanner, color adjusted and sharpened to match the print. This image has not been touched up, manipulated or altered in any way. This print is the only one on the roll with this anomaly and was taken in the middle of the roll.

The effect in your photo results from moving the camera while the shutter was open during a flash exposure.
While I often use the technique intentionally, it can happen even with an inexpensive "point and shoot" camera if the camera chooses a slow-ish shutter speed and the photographer moves (in this case twists his/her hands) before the shutter closes.
You can move the camera in various ways to make any background blur you prefer, as well as mix is subject motion too if there's any benefit.

Naturally your subject as sitting still, where mine are moving rapidly; the principle used is the same.
